The meeting was called to order at 6:02 p.m. by Chairman Dick Johnson. The minutes of the October 11 meeting were approved unanimously on a motion by Barbara Hogan and seconded by Don Clark.
Mr. Cornman and Mr. Bailey explained their request for a change in the current zoning ordinance to allow an emergency services communication tower to be located on the Woodmen of the World property behind Bombay Park. Current zoning does not allow such a tower at this location, nor does it adequately address emergency services towers at any location because of the height. Currently law enforcement, fire and emergency services personnel cannot communicate with one another, and in some cases cannot get out a signal at all from inside some of the buildings. The VIPER system which the county commissioners have chosen to go with will extend communications to the south end of the county as well as allow the various agencies to communicate with one another and agencies in surrounding counties and allow in-building coverage. County agencies under this system will be able to work with and coordinate with the state which actually owns the system.
The proposed tower will be approximately 480 feet high and the proposed standard will limit the height of such a tower to 500 feet. FAA regulations would be required to be met that it must not be in a flight path and it will have to be appropriately lighted. The tower is designed to collapse upon itself and not fall on neighboring property, and it must be designed & certified by a structural engineer. It will also have to be fenced and guy wired to resist wind.
Mr. Gray requested the Planning Board recommend to the Town Commissioners that a zoning text amendment to the current Zoning Ordinance to allow this type government emergency services tower to be installed by adding a new Section 11, Government Emergency Services Communications Tower (GESCT) to Article IX Telecommunication Tower Regulations. A GESCT may be erected and operated in any zoning district subject to the issuance of a Special Use Permit by the Board of Adjustment meeting specific standards with the ability of the board to add any reasonable conditions, specifications or safeguards to protect the public health, safety or welfare.
Barbara Hogan made a motion seconded by Don Clark to recommend a new Section 11, Government Emergency Services Communications Tower be added to Article IX of the Town of Denton Zoning Ordinance which was approved unanimously.
Mr. Gray reminded us of the upcoming Comprehensive Land Development Steering Committee meeting set for Wednesday, November 16 at 6:00 p.m. at Denton Town Hall.
There was some discussion of animal problems, particularly a pig in the yard of a home in the second block of North Main Street. Mr. Gray said he would check it out.
